In any case, it’s evident that Arab and Muslim public opinion remains violently opposed to such a “gesture.”

I think that is precisely one of the reasons why Israel should freeze the settlements in the West Bank and Gaza. Is it not, according to International law, Palestinian territory? Does the fact that the surrounding Arabic countries didn't respect the international agreement from the very beginning make it okay for Israel to disobey?
The point is this: the Palestinians nor the Arabic countries will recognize the state of Israel, not for a long time, if not ever. This is something that seems to be absent from the discourse regarding peace in the middle east. As this article so astutely states, freezing the construction of the settlements will not provide this peace.
WHAT IT WILL DO is invalidate the rhetoric that is being used to blame Israel for being the cause of the conflict and will gain more support. What will there be to complain about next if Israel returns these occupied territories and yields to what the International community (UN, EU, and now the USA) are asking for?
There will be nothing on Israel after that. Israel will be living within the borders that were agreed upon and were rejected by the Islamic community. Then Israel can make the case that they are acting in self-defense, as they did when they were attacked in the past by armies, not by guerillas.
Has occupying these territories strengthened Israel's security? It sure doesn't look like it. Building settlements right next to where those who blatantly display their hatred towards the Jews doesn't seem like a good strategy for protection, it looks like a strategy for expansion, one which, in the eyes of many, is in direct defiance to international law.
And as long as Israel continues to ignore what is being asked of them, it will continue to distract the world community from what is really preventing peace in the middle east: the refusal to accept Israel's right to exist. Once there is a Palestinian state, the real issue can be dealt with.
